Employee Relations Division

The Employee Relations Division provides representation and consultation services to the Board of Supervisors, County Administrator and County departments on employee relations issues.

Approximately 90% of the County’s employees are represented by a recognized employee organization for purposes of collective bargaining and other employment matters. This Division negotiates, interprets and administers labor agreements (“memoranda of understanding”) with the County’s nine recognized employee organizations, and assists departments in processing and resolving employee grievances. Copies of the current memoranda of understanding and major employment policies are available on this site.

This Division is also responsible for verifying and processing all position and staffing changes for County departments, and for maintaining official personnel records.
